To hunt in Estonia you need a licence. Game hunting licenses in Estonia are issued by the managers of state hunting districts, tenants of tenant hunting districts and owners of private hunting districts. In order for you to get one, you need invitation or hunting permit granted by a holder of hunting rights, a certificate of a passed shooting test, personal firearm licence and your own weapon.
